Sam is a leading international road asset management specialist with over 35 years experience in the roads industry including extensive experience in the design, construction, operation and maintenance of road networks working for a range of consultants, contractors and government agencies.
He has extensive experience in the operation and maintenance of roads including routine maintenance, pavement asset renewal, value engineering, performance based road maintenance contracts, specification and bidding.
He is a road maintenance specialist and author of the pavement life cycle design guides for Ireland and the Hong Kong pavement design manual.
Sam has been involved with a number of Roads PPP Projects providing advice as Client's Advisor, Lender's Technical Advisor and provides advice to both buyers and sellers on maintenance liabilities in the secondary roads market.
He is currently providing technical support for the preparation of a pilot performance-based road maintenance contract (PBRMC) for Kazakhstan on behalf of Asian Development Bank.
His expertise is internationally recognised and in recent years he has worked on projects in Australia, Ireland, Spain, Kazakhstan, UK, Africa and in Hong Kong.
